The Partnership for Sustainable Communities: The Feds Go Outside of their Silos

The Partnership for Sustainable Communities is an historic effort by federal agencies to work together in a collaborative holistic approach to community planning. NCI Director Bill Lennertz spent a good part of this September and October training and facilitating discussions between HUD, EPA, DOT and USDA staff members. One of the major topics was how to overcome the barriers to collaboration that have been institutionalized over the years. Several collaborative working tools derived from the NCI Charrette System™ were introduced and tested through role playing exercises. Among the most valuable tools were the Guiding Principles and Objectives and Measures exercises in which participants learned how a disparate group could quickly come to agreement on high-level values that establish a firm footing for collaboration.
